T.S.C.A. Mid Winter Business Meeting

Holiday Inn Select -Tyler, Texas

 

March 10, 2007

 

President Dwayne “Popcorn” Cochran called the business meeting of the Texas Shrine Clowns Association to order at 2:00 PM on March 10, 2007.

 

First Vice President David “Howie-U” Olivares was requested to lead the assembly in the pledge of allegiance to the American and Texas Flags.

 

TSCA Chaplain Rick “Jumbeaux” Long offered up the invocation.

 

President Dewayne “Popcorn” Cochran welcomed everyone to Tyler Texas and extended his appreciation to everyone’s participation in the events of competition.

 

President Cochran recognized the I.S.C.A. officers in attendance. Second Vice President Bill “10 Can” London and Past I.S.C.A. President and current Sneaker Fund Chairman Joe “Ol Coach” Cole.

 

President Cochran then introduces the officers of the Texas Shrine Clown Association.

1St Vice President David “Howie-U” Olivares, 2nd Vice President Don “Lil-Bit” Henson,

Secretary/ Treasurer Bob “Checkers” Mantle, Chaplain Rick “Jumbeaux” Long and Parliamentarian Eddie “Fireplug” Cox.  The following Assemblymen.  Jim “Hotrod” Wells and Steven “Buzz” Dilsworth.

 

Following the introduction of officers President Dwayne Cochran requested a roll call of units.  Roll call was taken by Secretary / Treasurer Bob “Checkers” Mantle During roll call each unit was given the opportunity to introduce their Divan Members and Dignitaries in attendance.

 

There were eleven (11) clown units out of eighteen present at the meeting.  Khiva Amarillo had a representative present for the first time in five (5) years.  A hardy welcome was extended.

 

The following clown units were not present. Al Amin Corpus, Al Amin Pharr, Alzafar Kerrville, El Maida, El Mina Braz Clowns, El mina Nem Loof Beaumont and Khiva Lubbock.

 

Following the roll call of units, The Secretary was requested to read the minutes of the T.S.C.A. business meeting held June 2, 2006 in Wichita Falls, Texas.  A motion was made by Jim Wells and seconded by Pete Peters to waive the reading of the minutes.  The motion passed by unanimous vote.  Copies of the minutes are posted on the clown website and can be reviewed at any time.

 

The Secretary / Treasure was requested to read the treasurers report while at the podium.  Bob Mantle Secretary / Treasurer read a complete financial summary to the assembly. The amount of income since the TSA business meeting in Wichita Falls was reported as $1,653.11 giving the association revenue of $6,871.35 before expenses.  The amount of expenses since the May 12, 2006 Treasurers repot which was given at the June TSA Breakfast meeting was $593.61.  Thus leaving a current balance of $6,277.74 in the association checking account.

 

The members were reminded that the association funds are being entered and tracked through Quicken 2005.  A motion was made and seconded to accept the treasures report as read.  The motion passed by unanimous vote.

 

President Dwayne “Popcorn” Cochran requested a Black Camel report from each clown unit.  The following names were reported.  Alvin Jones Past TSCA president 1972-1973 Ben Hur Srekoj Clowns, Lloyd Hock, Hella clowns, Floyd Crawley Past TSCA President 1991 –1992 Sharon Clowns, W.A. Ace Kolin Suez Abilene, Dale Kell Past TSCA President 1985-1986 Suez Abliens, Clint McKethan Past TSCA President 1991–1992 Karem Clowns, Jack Gagwell Maskat Clowns, Earl Shackelford Moslah, Ron Stevens Moslah and Richard Clueless Moslah.

 

TSCA Chaplain Rick Long offered a prayer of remembrance for all our deceased members.  The members names will be added to our friends remembered list, and will be posted on the clown web site.

 

President Cochran called for any old business.  Secretary / Treasurer Bob Mantle read the results of the questionnaire that was sent to all unit members.  There was a lengthy discussion to some of the replies as to competition and housing issues for TSA.  After discussion it was agreed to look into requirements of housing and competition on a State level and report the findings at the next TSCA business meeting in San Antonio, Texas in 2008.  The report of the results of the survey are listed on the clown web site for viewing.

 

New Business:

 

President Cochran then offered the floor to 2nd Vice President of ISCA Bill London to discuss his midwinter convention that will be held in Irving Texas on February 7th trough February 10, 2008.  ISCA competition will be held at the Holiday In Select located at 4441 West Hwy 114 at Ester Road Irving, Texas.  Information on this event can be found at the clown web site at www.texasshrineclowns.org.

 

Secretary/Treasure Bob Mantle gave a brief overview of the clown breakfast and installation of new officers that will be held in Amarillo, Texas on Friday June 1, 2007.  A copy of the breakfast registration is posted on the clown web-site.  Copies of the registration and rules and regulations will be mailed to all competing  units by the middle of April 2007.  The deadline for registration will be May 25, 2007.

 

President Cochran requested that our website managers Daniel Olivares and Barry Lucas be paid $100.00 each for the work they do keeping our information current on the website.  A motion was made by Joe Cole and seconded by Jim Wells to pay each $100.00 the motion passed unanimously.

 

Joe Cole made a motion and seconded by Pete Peter that a donation of $500.00 be made to the ISCA Sneaker Fund in memory of all deceased members.  The motion passed by unanimous vote.

 

The next order of business was conducted by Parliamentarian Eddie “Fireplug” Cox.

 

The proposal was brought up to make some changes to the Midwinter Judging Criteria and Guidelines for competition.  The proposal was to clarify the skit competition.  The proposal was to add a category IV One and Two Man Skits.  After a brief discussion the follow proposal was approved by majority vote.  To add the following.  Add Section IV One and Two Man Skits to the current Midwinter Judging Criteria and Guidelines for Competition.

 

A.   One Man Skit Competition

1.All ISCA Rules and Regulations shall apply to the one-man skit competition.

2. A Clown may only compete in one-one-man skit.

                            

B.    Two Man Skit Competition

1. All ISCA Rules and Regulations shall apply to the two-man skit competition.

2. Any clown may compete in two-two man skits.  The clown may not use the same partner twice.

 

The next order of business discussed was to make changes to The Texas Shrine Clown Association Mid- Winter Judging Criteria and Guidelines For Competition. The changes to be made under Section 1 General Rules paragraph “D” to increase mid-winter funding by TSCA for trophies and awards from $450.00 maximum expense to $600.00 maximum expense.  After discussion the motion was voted on and passed by unanimous vote.

 

President Cochran then called for the Assemblymen report.  The Assemblymen reported that they had collected $156.00 in donation and they turned the money over to the ISCA sneaker fund chairman Joe Cole.

 

Following the Assemblymen’s report was the election of new officers for The Texas Shrine Clown Association for the ensuing year 2007 –2008.

 

President Dwayne Cochran turned the elections of officers over to the Parliamentarian Eddie “Fireplug” Cox.  The first nomination was David “Howie-U” Olivares of the Alzafar Nemnuf Clowns to be elected to the office of President for The Texas Shrine Clown Association for the ensuring year 2007-2008.  There being no other nomination, the nominations were closed and David “Howie-U” Olivares was elected by acclimation.  Nominations were opened for the office of First Vice President.  The name of Donald Lil-Bit” Henson was put into nomination.  There being no further nominations, the nominations were closed and Donald “Lil-Bit” Henson of the Hella Clowns was elected to the office of First  Vice Present for the ensuing year 2007-2008.

 

The nominations were open for the office of Second Vice President. Past TSCA President Joe Cole gave a brief overview of candidate Sam “Lucky” Taylor of the Ben Hur Srekoj Clowns.

 

After hearing the bio of Sam “Lucky” Taylor there being no further nomination, the nominations were closed and Sam “Lucky”Taylor was elected by acclimation to the office of second Vice President for the ensuring year 2007-2008.  The nomination for the office of Secretary / Treasurer was opened.  Chuck “Cheetoe” Hudson of the Hella Clowns put up the name of Bob “Checkers” Mantle to be elected to  the office of Secretary / Treasurer .  There being no further nominations, nominations were closed and Bob “Checkers” Mantle was elected to the office of Secretary / Treasurer for the ensuing year 2007-2008.    The floor was opened for the nomination of Parliamentarian.  Chuch “Cheetoe” Hudson placed the name of Eddie “Fireplug” Cox to be elected to the office of Parliamentarian.  There being no further nominations the nominations were closed and Eddie “Fireplug” Cox was elected by acclimation to the office of Parliamentarian for the ensuing year 2007-2008.

 

The floor was opened for the election of three Assemblymen.  The following three were elected to serve as Assemblymen for the ensuing year 2007-2008.  Jimmy “Scooter” Godsey of the Moslah Clowns, LeRouce “Red Buttons” Jones of the Sharon Clowns and Steven “Buzz” Dilsworth of the Arabia Clown Jewels.

 

Following the election of officers President Dwayne Cochran gave a quick overview of the events that will take place at TSA in Amarillo.  The dates for TSA are May 31, through June 2, 2007.  A tentative schedule of events and activities can be found on the Khiva web site at http://www.khivashrine.org.

                            

The next order of business was pulling numbers by units for skits at TSA. Skits will be held at the Civic Center Auditorium beginning at 1:30 PM June 1, 2007.  The order for skits are 1st Arabia Clown Jewels, 2nd Ben Hur Srekoj Clowns, Third is Suez Three Rivers, 4th is Khiva Amarillo, 5th is Alzafar Nemnuf, 6th is Sharon, 7th is Hella, 8th is Maskat and 9th is Moslah.

 

The clown breakfast and Installation of new officers will be held Friday June 1, 2007 at 7:30 AM at the Ambassador Hotel at a cost of $14.50 per person.

 

The total collected at mid-winter for the ISCA Red Sneaker fund was $6,121.00.

 

President Dwayne Cochran addressed the dress code for the Saturday Evening awards ceremony, and once again tanked everyone for attending.

 

TSCA Chaplain Rick “Jumbeaux” Long gave the closing benediction.
